A good Short needs a hook in the first second, a vertical 9:16 frame, captions people can read with the sound off, and a steady posting schedule. The tools below cover different parts of that. Some generate striking footage, some write and voice the whole thing, some post it for you, and one is built into YouTube itself.

We make TallyReel, which is on this list, and ranked it second behind InVideo AI on video quality. Prices were read from each tool's own pricing page on October 18, 2026, except AutoShorts.ai, whose pricing page did not load, so its prices come from published reviews and are marked.

1. InVideo AI

Good

  • Generated footage for scenes stock can't show.

YouTube built Veo 3 Fast into the Shorts camera for free: generated clips with sound, photo-to-video and green-screen backgrounds. It is the easiest free start, but the clips are 480p and about 10 seconds, so it makes a scene, not a narrated Short.

Good

  • Free and built into the app you post from.
  • No upload step at all.

Good

  • Posts to YouTube and TikTok for you.

6. CapCut

Best for: editing your own Shorts for free

What makes a Short work, whatever the tool

The first second decides most of it. Start on the most surprising line of the script, not on an introduction, and show something on screen that matches it. A tool that lets you rewrite the hook before the video is made saves more views than any visual effect.

Keep it vertical, 9:16, with captions large enough to read on a phone, because a lot of Shorts are watched with the sound low. Most faceless Shorts do well at 30 to 60 seconds, though YouTube now allows Shorts up to 3 minutes. And post on a schedule: a channel that posts at the same time every day gives YouTube a steady signal, and gives viewers a reason to come back.

Monetization and AI Shorts

Shorts count toward the YouTube Partner Program: 1,000 subscribers plus either 4,000 public watch hours in 12 months or 10 million Shorts views in 90 days. AI-made Shorts can earn, but YouTube's inauthentic content policy targets mass-produced, repetitive videos. Whatever tool you pick, edit each script, vary the format, and give the channel a voice of its own. YouTube also asks you to disclose realistic AI content, and its own Veo tool adds an AI label for you.
